the team were called out for a 'misinterpretation of the contract' at 10am on april 27 when a man on a segway board in front of the bull inn on the strand spotted the sign and tried using it.
he was filmed by another member of the pub's regular customers, and the footage showed mr stibbe standing up and attempting to stop the operator using it, prompting the police complaint.
speaking to the bbc, mr stibbe said: 'we do not mind if people stand on the footpath at the bull inn. we just don't like being misinterpretted.'
the incident left him a broken man. 'it was quite difficult after,' he added.
the incident followed another controversial segway sign on the strand last july where a pedestrian was filmed being shoved down the road and into the path of the board, leaving him badly hurt.
one local said: 'one man's been hurt because one of the guys from his tour company decided to ride a segway on the pavement, on a pedestrian crossing.
'the people filming were absolutely appalling and i don't want the police coming round every day... you can't go around with a segway on the street.'
a dft spokeswoman said: 'we will be investigating when the operator gets back and we will be taking action for any offences to prevent this from happening again.
